苏州钢铁厂建厂三十多年的风风雨雨。在“七五”之前,由于种种原因,生产长期徘徊。企业发展处于停止不前的状态。党的改革开放政策和推行的经营承包责任制给企业提供了自我发展的机会与活力,全厂上下七千余名职工均有一股强烈的改变苏钢现状的愿望,老企业如果不走技术改造、内涵扩大再生产的道路,将有被淘汰的危险。
