国家非常重视军民融合发展,相关部门已经在制定军民融合发展规划,促进军民融合发展。我国各个部门近年来提出了多项要重点发展的军民统筹项目,如军民标准通用化工程等,均为重要的国家基础设施,投入巨大。这表明,军民融合发展已成为国家的重要发展战略。在重视“军转民”的同时,也要重视“民转军”。早在1988年,我就提出了这一点。美国提出了几项计划,如COTS(商用货架产品)、NDI(非军事/政府投资研发装备)、MCF(军用计算机系列)。其中,以采用先进民用产品为军用目的服务的COTS和NDI计划获得了巨大成功,而MCF计划最终以失败告终,因为民用计算机快速发展,仅需经过简单加固就可
The state attaches great importance to the integration of military and civilian development, the relevant departments have been in the development of civil-military integration development planning, promote the integration of civil and military development.
