依靠科技进步,加强储管工作提高煤炭资源回收率

为贯彻开发与保护并重方针,努力提高资源回收率,能源部于1990年6月6~9日在山东新汶矿务局主持召开了加强煤炭资源回收管理会议。参加会议的有:中国统配煤矿总公司、东煤公司、地方煤矿公司、华能精煤公司、华晋焦煤集团以及各省区煤炭工业主管部门的负责同志,地矿部及国家储量管理局也派代表出席了会议。能源部负责同志作了关于“加强煤炭资源保护,努力提高资源回收率,保证煤炭工业持续稳定协调发展”的讲话。会议讨论了矿井、采区回采率指标合理规定,结合厚、薄煤层配采恰当,确定矿井开采强度,尽量减少工业广场煤柱及其它煤柱损失,大力采用已成熟的提高资源回收率的新技术、新装备和新工艺等问题。对重点矿区和稀缺煤种实行重点保护,要根据国家需要有计划、有控制地进行开采,其产量要纳入国家统配产量,回采率必须达到国家标准,否则不准开采,提高资源回收率应经常地、持久地抓下去,把采区回采率指标纳入承包责任制,克服短期行为。会议期间共收到有关提高资源回收率方面经验总结30余篇,引起与会代表们广泛好评。现将大会发言的材料摘缟如下,供大家参考。 In order to implement the principle of equal emphasis on development and protection, and strive to increase the rate of resource recovery, the Ministry of Energy held a conference on strengthening coal resource recovery management in Xinmin Mining Bureau of Shandong Province from June 6-9, 1990. Comrade responsible comrades of the Ministry of Energy made a speech on “strengthening the protection of coal resources, making efforts to increase the rate of resource recovery and ensuring the sustained, stable and coordinated development of the coal industry.” Meeting discussed the mine, mining recovery rate of reasonable targets, combined with the thick, thin coal seam mining with appropriate to determine the intensity of mine exploitation, industrial plazas and other pillars to minimize the loss, and vigorously adopt the mature resources to improve recovery rate of the new Technology, new equipment and new technology and other issues. The key mining areas and scarce coal species to implement the key protection, according to the needs of the state planned and controlled mining, the output to be included in the national total production, recovery rate must meet the national standard, or are not allowed to mine to improve resource recovery rate should be Regularly and persistently, we should incorporate the target of mining recovery rate into the contract responsibility system to overcome short-term behavior.
