资源产出率是评价循环经济发展水平的综合性指标,在国家层面已有一定的应用。然而在区域(尤其是市县域)层面,资源产出率的核算还缺乏统一的研究框架,制约了其应用。该文基于经济系统物质流分析方法,重点探讨了市县域资源产出率核算的框架,并尝试提出了一套利用当地的公开统计数据,对市县层面资源产出率进行简单估算的方法。该研究同时考虑地区的一般性和特殊性,在国内选取了4省32个市县,并对其资源产出率进行了估算及分析。研究结果表明:该核算框架对绝大多数市县层面有较好的适用性,能够基本满足合理评价当地循环经济发展水平的要求。同时,该估算方法也为市县域资源产出率未来进一步的核算提供了基础。
The rate of resource output is a comprehensive indicator for evaluating the level of development of circular economy and has been applied at the national level. However, in the area (especially in cities and counties), there is a lack of a unified research framework for resource output accounting, which limits its application. Based on the method of material flow analysis of economic system, this paper focuses on the framework of county and county resource productivity accounting, and tries to put forward a set of method to make a simple estimation of resource output rate at the county level by using the local public statistics. Considering the generality and particularity of the region, the study selected 32 cities and counties in 4 provinces in China and estimated and analyzed the resource yield. The results show that this accounting framework has good applicability to the vast majority of cities and counties, and can basically meet the requirements of a reasonable evaluation of the development level of the local circular economy. At the same time, this estimation method also provides a basis for further accounting of the productivity of resources in cities and counties.
