一、关于住房制度改革的形势和问题 世纪之交,中国住宅与房地产业处于一个极为重要的发展时期。随着党的十五大提出的关于本世纪末初步建立起社会主义市场经济体制的目标基本实现,人民生活达到小康水平,我国住宅与房地产业发展面临的体制环境和供求环境都将发生重大变化。我们具体从事这项工作的同志必须清醒地认识这种变化,进一步解放思想、深化改革、完善政策,主动地适应和推动这种变化,加快建立适应当前改革与发展阶段要求的中国住宅与房地产业发展新机制。
