今年是我党“转变作风年”。转变作风与道德修养、特 别是执政者的道德修养密不可分。“德治”15章,都是讲执 政者的道德修养和作风建设的,可以作为我们各级领导干 部加强和改进作风建设学习、借鉴的资料。 “德治”15章,主要观点是:领导的基础是群众的信 任。领导的机理是依靠人们的正义感、羞耻心、价值观,启 发、引导、教育,而不能靠强迫、震慑。领导的方法是领导者 以自己的高尚道德来影响群众,做民众的表率。孔子要求 执政者(今天说就是各级领导干部)“先之、劳之、不倦”,就 是今天说的“吃苦在前、享受在后”;“无欲速,无见小利”, 就是今天说的不能急功近利,不可搞短期行为;“孔以行 之,孙以出之,信以成之”,即领导者的意志、目标,要靠礼 制来推行,要用谦逊的语言来表达,要以诚信来履践。这些 不正是我们所说的作风问题吗? 对古文化当然要批判地继承。古代“德治”、“刑治”、 “法治”,其实质全属于“人治”的范畴。当今的“法治”正是 反对“人治”的。但是,只要我们舍去“德治”的封建主义的 外壳,把它的合理的内核放入社会主义民主、法治的结构 中,它的历史精华便会重新闪现。

Confucius demanded that the ruling party (today, be the leading cadres at all levels) should “give priority to labor and be tireless” today, saying that “we must endure hardships and enjoy the afterlife.” Today’s speech can not be quick success or short-term behavior. “The only way to do this is when the sun is out and the letter is made into it.” That is, the will and goal of the leader should be promoted through ritual and expressed in a humble language To be honest in practice. These are not what we call the style of work? Of course, the ancient culture should be critically inherited. The ancient “rule of virtue”, “criminal rule” and “rule of law” all fall under the category of “rule of man.” The “rule of law” today opposes “rule of man.” However, as long as we abandon the feudalism of “rule of virtue” and put its reasonable core into the structure of socialist democracy and the rule of law, its historical essence will be rekindled.
