近日,国务院办公厅印发《关于巩固完善基本药物制度和基层运行新机制的意见》(以下简称《意见》),多项规定操作性更强,更加有利于普通民众。如提出全面实施一般诊疗费,为10元左右,并可经由基本医保按比例报销。此外,还将扩大医保门诊统筹范围,各省增补的慢性病用药等和当地公立医院衔接。就此,国家发展和改革委员会副主任、国务院医改领导小组办公室主任孙志刚对部分内容进行了详解。
Recently, the General Office of the State Council issued the “Opinions on Consolidating and Perfecting the Basic Drug System and New Mechanisms for Grassroots Operations” (hereinafter referred to as the “Opinions”), and many provisions are more operational and more conducive to ordinary people. If it is proposed to fully implement general medical treatment fees, it will be around RMB 10, and it can be reimbursed on a pro-rata basis through basic medical insurance. In addition, the scope of co-ordination for outpatient services for medical insurance will also be expanded, and supplements for chronic diseases in various provinces will be linked to local public hospitals. In this connection, Sun Zhigang, deputy director of the National Development and Reform Commission and director of the State Council’s Medical Reform Leading Group Office, explained in detail some of the contents.
