农村公路投资项目在投资建设完成后,很少有对其资金投入产出效果、投资执行情况和社会、经济、环境效益等进行的认真细致全面的分析。我国当前的投资项目评价研究和应用的重点,主要在于具有投资收入的项目,如收费的公路、铁路、竞争性工业项目等,评价工作重点放在项目投资的效益评价方面,评价的内容仅限于经济和财务评价,对生态环境影响和社会效益评价内容涉及很少,且评价方法也相对简单。现行的评价理论、评价内容和评价技术等已经不能满足社会和时代的发展。
After the completion of investment and construction of rural highway investment projects, there is seldom a careful and comprehensive analysis of the effects of capital investment and output, investment implementation and social, economic and environmental benefits. The current research and application of investment projects in China focus mainly on projects with investment income such as toll roads, railways and competitive industrial projects. The evaluation focuses on the evaluation of project investment benefits. The evaluation is limited to Economic and financial evaluation, the impact on the ecological environment and the evaluation of social benefits involves little, and the evaluation method is relatively simple. The current evaluation theory, evaluation content and evaluation technology can no longer meet the social and the development of the times.
