1945年8月,苏联对日宣战,8月10日,一队苏联红军进入我国内蒙古林西县。此时日本军队已经逃得无影无踪了,苏军上校瓦西里找到了当地进步青年牟国璋,了解林西敌伪特的情况。因为牟国璋年前就秘密组织了几个青年,开展抗日活动。当时18岁的牟国璋走进苏军指挥部的时候万没想到,他一脚踏进了情报工作的大门,从此开始了惊心动魄的“情报和反间谍”生涯。牟国璋,祖籍山东,1927年出生于内蒙古林西县,1945年8月参加革命,同年入党。
