为了保障人民生命财产的安全,国家在经济体制改革的同时,正在加强劳动保护和安全立法。劳动人事部、各产业部和部分省(市)都在组织力量,制订全国的、部的或省(市)的安全规程或安全标准(以下简称规程)。怎样才能尽快地编写出符合我国国情、反映我国安全技术和安全管理水平的安全规程呢?1981年以来,在冶金部安环司的领导下,我们参与起草了《工业企业厂内运输安全规程》、《工业作业场所测尘办法》、《爆破安全规程》、《工业煤气安全规程》
In order to ensure the safety of people’s lives and property, the state is stepping up labor protection and safety legislation while reforming the economic system. Labor and Personnel Ministry, Ministry of Industry and some provinces (municipalities) are organizing forces to formulate national, ministerial or provincial (city) safety regulations or safety standards (hereinafter referred to as rules).
