令各专署、县市政府:根据华北人民政府暨华北军区取消战勤动员联合命令和华北人民政府烈士灵柩转运办法电示精神,以及中国人民革命军事委员会铁道部制定之「铁路运送烈士灵柩免费办法」,特拟定烈士灵柩转运办法数项如后,希即遵办并转知所属区村政府切实执行为要。(一)凡今后起运烈士灵柩,须经烈士原籍县政府,根据部队或政府机关之证明文件,切实审查有无安葬地点(预防徒劳往返),开始介绍信及护照(样式附后),始得前往运转:烈士寄埋之当地县区政府,验明运灵人携带之证明文件及介绍信相符后,即转饬寄埋所在村,帮助挖掘灵柩。通火车者,可乘火车免费转运(不准乘汽车运灵);不通火车者,可雇脚转运。
