以公有制为主的现代企业制度是社会主义市场经济体制的基础,而国有大中型企业是我国国民经济的支柱。《中共中央关于建立社会主义市场经济体制若干问题的决定》已为国有大中型企业建立现代企业制度作出了纲领性的规定。当前的中心问题是如何落实。 我认为落实《决定》,国有大中型企业建立现代企业制度,必须实现以下五项要求:“企业的经济自主”,“权责明确”,“经营高效或有效”,“结构合理和资金够用”。这五者要结合起来,形成社会主义现代企业制度的有机整体,体现社会主义制度的优越性。这是一项社会系统工程,形象地说,这是一项巨大的箍水桶工程,哪块木板缺了不成,短了也不成。
The modern enterprise system based on public ownership is the foundation of the socialist market economy system, while state-owned large and medium-sized enterprises are the pillars of our national economy. The “Decision of the Central Committee of the Communist Party of China on Several Issues Concerning the Establishment of a Socialist Market Economic System” has made a programmatic provision for large and medium-sized state-owned enterprises to establish a modern enterprise system. The current central issue is how to implement it. I believe that in implementing the “Decision,” state-owned large and medium-sized enterprises must establish the modern enterprise system by fulfilling the following five requirements: “Enterprise’s economic autonomy”, “clear power and responsibility”, “efficient or effective operation”, “reasonable structure and sufficient funds ”. These five parties must combine to form an organic whole of the modern socialist enterprise system and reflect the superiority of the socialist system. This is a social system project. It is vividly said that this is a huge hoop bucket project.
