“低碳+农业”是低碳理念、低碳科技创新、低碳实践活动以及通过强有力的政策支持形成的对传统农业作用的总和。“低碳+农业”发展可以缓解气候变化压力,保护生态环境,增加农业产出,促进农业、农民、农村乃至整体社会经济的可持续发展。本文在探究“低碳+农业”基本内涵及其发展必要性、潜力和可行性基础上,分析了“低碳+农业”适度发展的关键维度,揭示了“低碳+农业”适度发展正向的直接和溢出效应;并针对“低碳+农业”发展所面临的制约因素,提出了“低碳+农业”适度发展正向效应发挥的对策建议。
Low-carbon agriculture is a combination of low-carbon philosophy, low-carbon science and technology innovation, low-carbon practices and the role of traditional agriculture through strong policy support. The development of “low carbon + agriculture” can ease the pressure of climate change, protect the ecological environment, increase agricultural output, and promote the sustainable development of agriculture, farmers, rural areas and even the whole society and economy. Based on the exploration of the basic connotation of “low carbon + agriculture” and its necessity, potential and feasibility of development, this paper analyzes the key dimensions of the modest development of “low carbon + agriculture” and reveals that “low carbon + agriculture ”Moderately developing positive direct and spillover effects; and for the constraints facing the development of “ low carbon + agriculture ”, put forward countermeasures and suggestions that the“ low carbon + agriculture ”moderate development positive effect.
