黄河自70年代以来出现断流,并呈不断恶化的趋势。为缓解黄河水资源供需矛盾和下游日趋严重的断流局面,1998年12月,经国务院批准,国家计委、水利部联合颁布了《黄河可供水量年度及干流水量调度方案》和《黄河水量调度管理办法》,授权水利部黄河水利委员会对黄河水量实行统一调度。通过黄河水量统一调度,遏制了下游日趋严重的断流局面,实现了黄河下游90年代以来首次不断流,使黄河河口的生态系统有所改善,保证了城乡居民生活用水,合理安排了农业用水,同时兼顾了工业用水。
