近年来由于国民经济的高速增长,国家加快了高速铁路建设的步伐,规划了“四纵四横”高速客运铁路网。同时各省为了促进本省的经济发展,也开始了城际高速客运铁路网的规划和建设,但是由于一省的财力有限,加之受现有融资体制约束,资金问题成为地方城际高速铁路建设的瓶颈。本文结合国内外高速铁路投融资经验,并在比较中分析目前高速铁路投融资的发展趋势,并以吉林省为例,旨在探索吉林省城际高速客运铁路建设融资的新渠道,从而加快吉林省城际客运铁路的建设。
In recent years, due to the rapid growth of the national economy, the country has accelerated the pace of high-speed railway construction and planned a “high speed passenger railway network with four vertical and four horizontal lines.” At the same time, in order to promote the economic development in the province, the provinces started the planning and construction of an inter-city high-speed passenger rail network. However, due to the limited financial resources in a province and the constraints imposed by the existing financing system, the capital issue has become the bottleneck in the construction of local inter-city high-speed railways . Based on the investment and financing experience of high-speed railways at home and abroad, this paper analyzes the current trend of investment and financing of high-speed railways. Taking Jilin Province as an example, this paper aims to explore new channels of financing for the construction of intercity high-speed passenger railways in Jilin Province, Provincial Intercity Passenger Railway Construction.
