笔者认为,2014年“12·31”上海外滩踩踏事件很大程度上应归因于有关部门与公众的“信息沟通”问题。据报道,外滩跨年灯光秀活动从2011年到2013年一共举办了3年,而2014年因未知原因被取消。相比前几年媒体对外滩灯光秀的“热烈”宣传,其停办的消息仅以“不显著”的方式传播,造成大多数人对灯光秀停办并不知情。2014年12月31日当晚民众仍涌向外滩欲观赏灯光秀,但实际上参加的是一场无灯光秀、无主题、无组织的跨年
The author believes that the staging of the “12.31” Shanghai Bund in 2014 was attributed in large part to the issue of “information communication” between relevant departments and the public.
