加入 WTO,不仅是中国企业的国际接轨,更是中国政府的全面入世,政府价格工作的职能和行政方式也必然进一步转变。广东外向型经济,市场化程度较高,价格改革起步早,价格形成机制与国际相对接近,但与 WTO 的要求还有差距。入世的时间表已经设置了底线——五年过渡期,五年时间与 WTO 完全融合,还真得下一番功夫。WTO 从组织形式上讲是一个加强多边贸易的国际组织,本质上讲它是一个国际法律体系,各国必须遵守其规则。我国入世后价格工作迫切需要的是加快立法,依法行政。加快立法。我国还处在社会主义市场经济完善期,价格改革已经完成了破旧的任务,而立新的任务还很繁重。一是新的规则有的尚待建立;二是已经建立的也需要与时俱进,按照 WTO 的要求进行健全、完善,还有些价格政策措施要提升为法律法
Accession to the WTO is not only an international practice of Chinese enterprises, but also a full-scale accession of the Chinese government to the WTO. The functions and administrative methods of government price work are bound to be further transformed. Guangdong’s export-oriented economy has a relatively high degree of marketization. Price reform started early and its price formation mechanism is relatively close to that of the rest of the world. However, there is still a gap between WTO requirements. The timetable for accession to the WTO has set the bottom line - a five-year transitional period, when it completely merges with the WTO in the next five years, and it will take a real effort. WTO is an international organization that strengthens multilateral trade in its organizational form. It is essentially an international legal system and all countries must abide by its rules. What is urgently needed for our price work after China’s accession to the WTO is to speed up the process of legislation and administration according to law. Quicken legislation. Our country is still in a perfect stage of the socialist market economy. The price reform has already accomplished the shabby tasks, and the task of establishing the new ones is still very heavy. First, some new rules have yet to be established; second, those that have been established also need to be advancing with the times, sound and perfect according to WTO requirements, and some price policy measures should be promoted to law
