天津市滨海新区作为国家综合配套改革实验区和国家级新区,其开发开放重要条件之一是要实现产业布局与人才培养的良性互动,以充分发挥人才对产业发展的支撑作用。天津市各高校是天津人才培养的核心主体,因此,要发挥人才对滨海新区发展的支持作用,天津高校的学科建设便是一个重要的考量因素。综合考察天津高校目前学科建设中存在的问题,要实现天津高校学科建设对滨海新区开发开放的支撑作用,首先有赖于从全局出发,做好学科建设的战略规划和战略选择;其次要从策略的层面理顺学科建设中的可操作性机制,进一步完善投入、人才配置、科研成果转化、供需对接和产出等方面的机制的创新。
