第一章總則第一條為了統一河系組織,加强領導舆管理,便於本支流上下游全面规劃,結合興利舆防洪,擴大灌溉面積,並贯澈統籌統支,逐漸走向以水利養水利的專營事業,特根據目前现實情况,决定組織各河系水利委員會(簡稱本會)。第二條本曾係羣眾性的水利專營事業性質,在廣大羣眾一致意見與政府一定政策舆方針下領導群眾,進行興修水利與防洪等水利事業,為使群眾舆本會密切連系,备受益村莊,得選舉出正式代表組成水利代表會協助本會貫澈方針,組織羣眾,並反映羣眾意見,成為本會舆羣眾中間的有力支柱。
