记者在大同市城区采访民营经济的发展情况,有这么两口号深深吸引了我们:一句是“像对待国企一样对待民企”:再一句是该区政府向民营企业承诺“有困难找政府”。这不是挂在嘴上的口号,而是这里民企发展环境的真实写照。正因为如此,这个城区得到了丰厚的回报——非公有制经济纳税总额近五年平均以550万元的绝对数递增,去年达到4510万元,占到全区财政总收入的40%以上,比全省平均占有额17.19%高出22个百分点。区财政供养的7500多人的开支近一半来源于非公有制经济的税收。

Because of this, the urban area has been rewarded with huge returns - the total amount of taxpayers' non-public ownership economy has increased by an average of 5.5 million yuan in the recent five years to 45.1 million yuan last year, accounting for more than 40% of the region's total fiscal revenue. The province's average share of 17.19% higher than the 22 percentage points. Nearly half of the 7,500 people financed by the district finance come from taxes on the non-public economy.
