古代责任问题的讨论,集中在伦理、政治、经济和法律四个场域。现代公共行政脱胎于政治场域,形成管理主义与制度主义两大话语体系。二者围绕政治与行政、政治责任与道德责任、道德与技术、公平与效率等问题所展开的论争,核心是公共行政中的价值理性与工具理性之争。这种争辩各有偏颇,各有侧重,综合探究,凸显公共行政中的技术责任、道德责任和政治责任三维责任体系。此体系覆盖公职人员、政府部门和政府三个层次,是行政责任分析及弥合公共行政实践中政治与行政之间被撕裂鸿沟的有效框架。
The discussion of ancient responsibility issues focused on the four fields of ethics, politics, economy and law. Modern public administration grew out of the political field and formed the two discourse systems of managementism and institutionalism. The two controversies centered on politics and administration, political responsibility and moral responsibility, morality and technology, fairness and efficiency. The core issue is the dispute between the value rationality and the instrumental rationality in public administration. Each of these debates is biased, focused and comprehensively explored, highlighting the three-dimensional responsibility system of technical, ethical and political responsibilities in public administration. This system covers the three levels of public officials, government departments and the government and is an effective framework for analyzing the administrative responsibility and bridging the gap between politics and administration in public administration.
