我国实施政府采购制度六年来,各地结合县级实际相继建立了县级政府采购机构,为全面推行政府采购制度作出了很大贡献。但县级政府采购机构的管理体制不统一,管理模式多样化,运行机制不规范的问题日渐突出。当前县级政府机构不健全,己成为制约县级政府采购工作健康、有序发展的瓶颈问题。如何建立科学、有效、规范的县级政府采购机构,是当前需要迫切研究解决的一个重大现实问题。
In the past six years since China implemented the government procurement system, various county-level government procurement agencies have been established in combination with the actual county level, making great contributions to the full implementation of the government procurement system. However, the management system of county-level government procurement agencies is not unified, the management models are diversified, and the problems of non-standard operation mechanisms are becoming increasingly prominent. At present, the county-level government agencies are not perfect and have become the bottleneck restricting the healthy and orderly development of county-level government procurement. How to establish a scientific, effective and standardized county-level government procurement agency is a major realistic issue that needs urgent study and solution.
