第五个五年法制宣传教育工作的主要目标是：适应党和国家工作大局,适应整个社会和广大人民群众对法律知识的现实需求,紧密结合国家民主法制建设的新进展新成果,通过深入扎实的法制宣传教育和法治实践,进一步提高全民法律意识和法律素质；进一步增强公务员社会主义法治理念,提高依法行政能力和水平；进一步增强各级政府和社会组织依法治理的自觉性,提高依法管理和服务社会的水平。在这个目标之下,《重庆市人民代表大会常务委员会关于进一步加强法制宣传教育的决议(草案)》在2006年5月19日,重庆市二届人大常委会第二十四次会议上获高票通过,其决议表现出的工作重点、中心等一目了然,法治重庆所期盼的目标已全新地展现在三千万巴渝儿女面前。
