农村公路作为我国公路网的毛细血管,是支撑我国农业和农村经济发展的重要基础设施,是农村地区最主要甚至是一些地区唯一的运输通道。通乡、通村、通民心,加快农村公路建设,改善农村生产和生活条件,是发展农村经济、解决“三农”问题的基础和前提,将为我国的扶贫开发事业和农业发展长效机制奠定物质载体,对保证整体公路网的协调发展、促进农村乃至全社会经济发展和保障社会稳定都具有十分重要的政治、经济意义。在此形势下,交通运输部组织完成了《全国农村公路建设规划》,明确了未来发展目标,并明确“十一五”期间将实施“五年千亿元规划”工程,连续5年共投资1000亿元修建农村公路,带动全国农村公路加快发展。如此大的建设规划,需要巨额的资金作为实施保障。而由于农村公路自身的经济效益较弱,不能够依靠项目本身的收益来还款,在中国高速公路建设领域方面表现得可圈可点的“收费还贷”的投融资模式,在农村公路建设领域基本上是行不通的。那么,如何破解资金缺口带来的融资困境,以顺利完成社会主义新农村背景下如此大规模的建改工程?
