目的总结深圳市2005-2011年5例VAPP的发生与处理,为政府暨卫生部门制定相关政策提供依据。方法描述性研究方法。结果深圳市2005-2011年5例VAPP的补偿情况从80万元至125万元不等,趋势是越来越高。结论建立健全AEFI监测系统是免疫预防工作规范化的内在和外在要求;预防接种异常反应具体补偿办法由国家制定,更能体现政策的全面性、均衡性;为绝对保证补偿经费及时到位,宜由中央财政支付、省级统筹监管;补偿标准也是足够多为宜,深圳目前形成的市价可以作为重要的参考数据;通过加强科研、纳入一类疫苗由政府集中采购或适度推荐等措施,及早实现IPV替代OPV,消除VAPP。
Objective To summarize the occurrence and treatment of 5 cases of VAPP in Shenzhen from 2005 to 2011, and provide the basis for the government and the health department to formulate relevant policies. Method Descriptive research methods. Results The compensation rate of VAPP in 5 cases from 2005 to 2011 in Shenzhen ranged from 800,000 to 1,250,000 yuan and the trend was getting higher and higher. Conclusion The establishment and improvement of the AEFI monitoring system is the intrinsic and extrinsic requirement for the standardization of immunization prevention. The specific compensation methods for preventing abnormal responses to vaccination are formulated by the state to better reflect the comprehensiveness and balance of the policy. To ensure that compensation funds can be put in place in time, The central government pays for the central government and the provincial level as a whole. The compensation standards are adequate and appropriate. The current market price in Shenzhen can be regarded as an important reference data. IPV can be realized as soon as possible through strengthening scientific research and integrating a type of vaccine centrally purchased by the government or appropriate recommendation. Instead of OPV, eliminate VAPP.
