随着土地、资源、环境等要素的制约机制显现,“苏南模式”发源地之一的常州市武进区各乡镇遇到了发展的瓶颈,过去以乡镇企业为重点的农村工业化模式优势不再。面对“新苏南模式”第三次转型、城乡发展一体化等新的宏观背景,武进乡镇地区必须重新谋划转型发展之路。本文通过分析“苏南模式”的嬗变路径,以及“新苏南模式”的特点,探讨了这一阶段武进乡镇发展面临的问题及可能的解决方法,提出了城乡发展一体化规划、城市化改造、异地产业转移、产业结构提升等小城镇转型措施。 With the restrictive mechanisms of land, resources and environment appearing, the townships in Wujin District of Changzhou City, one of the birthplaces of the “Sunan Model,” have encountered the bottleneck in their development. In the past, the advantage of the mode of rural industrialization focusing on township and village enterprises was not again. Faced with the new macro background of “the third transition of the new southern Jiangsu model” and the integration of urban and rural development, Wujin towns and townships must re-plan the road to transformation and development. By analyzing the evolutionary path of “Sunan Model ” and “New Sunan Model ” ’s characteristics, this article discusses the problems and possible solutions to the development of Wujin township at this stage and puts forward the integrated planning of urban and rural development , Urbanization, relocation of non-local industries, upgrading of industrial structure and other small town transformation measures.
