平城乡十个农业社去冬联合兴建着一个拐马沟水库,面积有六十余亩大,用四万余个工建成后,可以引水灌溉1,500多亩。开工的时候,乡的党政领导,一面研究摸索,一面和群众商量,创造了一套比较完整的劳动管理办法,有效地安定了施工秩序,并显著的提高了劳动效率,预计此原计划用工节约一万二千余个,还为提前完成建库任务创造了条件。
