党的十七届四中全会号召全党要建设马克思主义学习型政党,与此相应要求全国党的各级基层组织要努力建设学习型党组织。那么,各级党的基层组织如何在实践中有效的建设学习型党组织呢?笔者认为,健全和完善的学习制度、丰富的学习内容、创新的学习活动方法是确保与提升建设学习型党组织质量与效果的根本保证。
