详细阐述国家信息政策法规作为人类社会中所存在的一种“供给”,其产生与发展最终源于三大“需求”,即来自信息消费方面的制定需求、来自信息环境方面的制定需求和来自信息经济方面的制定需求。在此基础上,进一步论述这三大制定需求对国家信息政策法规的作用机制。
It elaborates that the national information policies and regulations as a kind of “supply” exist in human society. The emergence and development of the national information policies and regulations originated from three major “needs”, namely, the formulation demand from the information consumption, the formulation demand from the information environment, Information economy to formulate needs. On this basis, we further discuss the mechanism of the three major requirements for the development of national information policies and regulations.
