科学发展观是关乎中国社会发展的重大理念变革,它是对中国社会发展理想蓝图主要特征的原则性阐发。然而,中国社会科学发展的理想蓝图如何成为鲜活的社会现实,换言之,科学发展观如何得以树立、贯彻和落实,这是一个社会工程问题。从社会工程维度解读科学发展观,就是借鉴社会工程的基本原理和方法探讨如何树立、贯彻和落实科学发展观。依据科学发展观理念对中国社会进行谨慎而深入的社会工程式改造,要求党和政府领导层既要有宽广的胸怀、宽容的品格、充分的耐心,又要对社会工程的各个子环节予以重视,尤其要发展教育事业,提升人口素质。
