部分中小型企业以部门管理项目为主要的项目管理模式,由于部门利益与项目整体利益在一定程度上不完全一致,当二者发生利益冲突时,往往把部门利益放在首位,不利于项目管理。提出了以部门为单位统一资源分配,以项目组为基本管理单元,以项目经理为核心管理团队的项目管理模式。在保留部门协调管理方面的优势的前提下,逐步淡化部门概念,强调项目组的概念。提供了以项目组管理项目为主,部门协调为辅的项目经理负责制的项目管理系统建设思路,为下一步项目管理系统的建设提供了理论基础。
Some SMEs take the departmental management project as the main project management mode. Since the departmental interests are not completely consistent with the overall project benefits, when the two conflict of interests occur, they often give top priority to departmental interests and are not conducive to project management . Proposed a project management model that unites resources as a unit, takes the project team as the basic management unit and the project manager as the core management team. Under the precondition of retaining the advantages of departmental coordination and management, the concept of departments should be gradually reduced and the concept of project teams emphasized. It provides a project management system construction idea which takes the project management project as the main project coordinator and the department coordination as the responsibility system and provides the theoretical basis for the construction of the next project management system.
