1995年8月17日至19日,中国国际税收研究会学术研究小组座谈会在山东省烟台市召开,出席会议的有学术研究小组成员和有关同志共24人。座谈会由研究会副会长兼秘书长郭宏德和副会长韩绍初主持,财政部税政司副司长王征到会就当前我国税制存在的若干重大矛盾问题和改革思路,作了介绍。与会代表就研究会布置的今年三个课题需要着重研究的热点、难点问题,以及学术研究小组的宗旨、任务、活动方式和今后的活动问题,进行了热烈讨论,现就讨论意见纪要如下。三个课题需要着重研究的热点、难点问题与会代表一致认为,研究会的任务主要应针对我国现实情况积极开展国际税收的学术研究,借鉴国际经验,研究当前我国税收中的重大问题,提出政策建议,并加强对外宣传,为促进我国经济和税收事业的发展服务。研究会的一切工作和活动,都必须以此为中心。今年统一布置的三个研究课题,从新税制实行一年多来暴露出来的矛盾来看,确是现
