以市场化改革为导向的中国经济改革在经历“效率优先、兼顾公平”的发展主题之后,开始迈入注重公平的发展阶段。统筹区域、城乡之间的发展,加大农村地区公共投资力度和建设现代农业为产业依托的新农村建设,成为本轮经济改革的主旋律之一。“三农”问题更因此被推上中国经济社会发展的时代浪尖,成为举世瞩目的焦点,并且成为攸关中国经济社会发展全局的重大问题。 China’s economic reform, guided by market-oriented reforms, has started to move into a phase of fair development with emphasis on the theme of “efficiency first and equity”. Co-ordinating the development of the region and between urban and rural areas, increasing public investment in rural areas and building a new countryside relying on modern agriculture as an industry have become the main theme of the current round of economic reform. Therefore, the issue of “agriculture, rural areas and farmers” has been pushed onto the wave of the era of China’s economic and social development. It has become a focus of world attention and has become a major issue concerning the overall situation of China’s economic and social development.
