众所周知,射击运动着的目标,瞄准时必须掌握好提前量。共青团以青年为工作对象,而青年的思想异常活跃,因此要做好团的工作首先必须具有“提前量”。目前有些地区和单位的共青团工作远远落后于形势的发展,脱离了青年的实际,发挥不了应有的作用,缺少起码的吸引力,使团的部分组织形同虚设,这是我们团干部必须承认并引起重视的现实。例如:经济体制改革高潮到来之际,相当一部分企业的团干部感到茫然不知所措,在较长的时期里找不到团组织应有的地位,自然也谈不上带领青年发挥作用。再
