我国现行的城镇职工医疗保险制度是统筹账户与个人账户相结合的形式。笔者通过对城镇职工医疗保险的调查,结合国内个人账户的运行情况进行比较分析发现,医疗保险个人账户的作用没有得到充分发挥,在一定程度上满足不了患者门诊就诊的需要,加重了患者在心理上的负担和经济上的承受能力。职工医疗保险门诊统筹的开展有利于提升制度的公平性和吸引力,有利于调节医疗服务,通过加强门诊统筹的护理管理能充分利用社区卫生服务,提高社区卫生服务的可及性和利用率,推进社区卫生医疗机构的不断发展。
The current system of medical insurance for urban workers in our country is a combination of an integrated account and an individual account.
