2003年伊始,一份著名的西方军事周刊称:“来自亚洲的消息证实,中国大陆海军已自行拥有较为先进的用于海上联合作战的数字化模型系统,并装备一线作战部队……”出于对这一事实的重视,该刊耐人寻味地说:“这不是一个令人愉快的信息……”一位中国军事专家表示:世界上少数军事强国对于联合作战数字化模型的研制已步入第三代。中国军队第一代海上合同战术模型系统的亮相虽说晚了许多,但令人振奋。因为较之外军最先进的同类系统,它毫不逊色。这一切使这一系统的创建者变得神秘。他,就是海军指挥学院合同战术教研室37岁的博士——许腾。
