土地“三权分置”深刻影响着农村治理。土地“三权分置”包含承包权确权、经营权配置和所有权实现。“三权分置”带来的农村治理环境变化包括治理基础的市场化、治理边界的开放化、治理过程的契约化;其带来的农村治理主体变化有集体组织的治理功能强化、集体成员各阶层参与治理的程度分化、非集体成员参与治理的作用加强;其带来的治理机制变化有权力格局开放化和决策程序民主化。
