笔者曾应聘参加了1989年全国煤田地质系统第五届优质地质报告的评选工作,深感近几年来报告的质量确有较大提高。但也存在一些缺陷,主要是基础地质工作薄弱,基础资料不够扎实。为了扭转这一状况,必须重视和加强地质项目组的建设,同时要选拔合格的地质报告主编,并明确其技术职责与权限,使其充分发挥主导作用,这是提高地质报告质量的重要一环。为此,笔者根据1986年以来部局、公司颂发的技术管理文件的精神,就地质报告主编的工作,谈谈自己的粗浅看法。地质报告的主编应该是项目负责人之一,根据其职责与权限,主编应着重抓好以下几方面的工作:1)狠抓基础地质工作,取全取准第一性资料
