“九五”计划以来 ,我国战略重点西移 ,给西部带来极大的机遇。在促进地区经济发展中政府政策的倾斜作用是非常重要的 ,但是在当今市场经济条件下 ,政府的作用取代不了市场 ,必须利用市场经济手段及所造就的条件发展地方经济。西部的振兴在于市场趋向的改革。本文强调西部要振兴应首先处理好政府政策与市场的关系 ,从原来依靠国家推动变为依靠市场推动 ,变“靠”政策为“用”政策。并分析了西部落后的原因在于市场取向改革滞后。提出西部经济要发展必须更新观念 ,改革体制 ,转变机制 ,真正把市场经济体制框架建立起来 ,充分利用两个市场和两种资源 Since the Ninth Five-Year Plan, China’s strategic focus has shifted to the west, bringing great opportunities to the west. In the promotion of regional economic development, the tilt of government policy is very important. However, under the current market economy, the role of the government can not replace the market. Therefore, we must make use of the market economy and the conditions created to develop the local economy. The revitalization of the west lies in the reform of the market trend. This paper emphasizes that the revitalization of the western region should first deal with the relationship between government policies and the market, from the original relying on state promotion to relying on market promotion and changing “rely on” policies as “use” policies. And analyzes the reason for the backwardness of the west due to the lagging behind of market orientation reform. It is suggested that we must update our concepts, reform the system and change the mechanism in order to develop the economy in the western part of our country. We should really establish a framework for a market economy and make full use of the two markets and two resources
