建设监理制度已在我国开始全面推行,但在实践中,由于受过去长期沿用的计划经济体制下的基本建设管理模式等多种复杂因素的影响,大多数工程项目的建设监理还仅仅是在施工阶段的监理,并没有应用于工程项目的整个过程,甚至很多情况下仅仅是施工阶段的质量控制,在某种意义上说是"监工",而非监理,这与我们所谈的实施工程项目"全过程、全方位"的建设监理的目标相去甚远.所以切实加强推广建设监理制度的力度,积极引导和广泛宣传,提高认识,全面拓宽监理的范围和内容,使我国的建设监理工作再上一个新台阶.
