我省自去年四季度开始以來,湘、资、沅、澧四水上游和小河運輸即处于紧張状态,物脊積壓嚴重,使產銷受到很大影響。省財委在去年十一月下旬曾与治湖指揮部商治,决定從濱湖及四水下游大力抽調船隻共約十萬二千餘噸上放趕運,其他各地亦相繼組織一部船隻參加運輸,並指示各地財委与航管部門採取清港、清河,組織副業船隻參加運輸,採取簡易辦法疏濬滩險。適当調整運價,加强搬運工作及實行物资排隊等,以疏運積壓物資。以上措施均收到一定成績。但終由於水淺灘多,提撥困難,(?)工技工缺乏,裝卸不及時,船民油糧供應未得到妥善解决,以致船隻週轉緩慢,嚴重影響運力發揮。加
