钢铁企业全面获取国际竞争力的途径主要有两条,一是通过大规模引进新建,一是通过购并重组实现企业结构优化。前一条途径成功的机率较大;而后一种则是成败各半。1987年由两大钢铁公司(原于齐诺尔与萨西洛尔)合并而成的法国于齐诺尔,走出两公司连续十几年的亏损,成长为具有国际竞争力的钢铁集团,是其中值得关注的一个成功案例。两大钢铁公司合并背景原于齐诺尔与萨西洛尔都以锻钢厂起家。到70年代,它们既拥有较为现代化的沿海钢铁联合企业,也存在内地陈旧的小型专业化钢厂。萨西洛尔集团下属企业曾多达160家。由于传统的内地钢铁厂的调整和改组进展缓慢,两公司均遗留很大问题。在70年代石油危机的影响下,直接表现为1975年以后长达12年的连年亏损。
There are basically two ways for a steel enterprise to gain comprehensive international competitiveness.
