“十二五”时期,是四川省深入实施西部大开发战略、继续推进“两个加快”、全面建设小康社会的关键时期,养老服务事业发展机遇更好、发展基础更好、发展条件更好。结合全省养老服务工作开展的实际,明确了在“十二五”时期的主要任务:将以提高居家养老服务水平为基础,以提升国办福利机构养老服务水平为平台,以创建养老服务社会化示范社区为主攻方向,以建立专业化为老服务队伍为依托,以鼓励和支持社会力量兴办养老服务机构为突破,建立全省由补缺型向适度普惠型转变的养老服务体系。
