1997年,我们在贯彻全国卫生工作会议精神,落实《决定》的进程中,迈出了坚实的一步,取得了很大的成绩。但是,也应该清醒地看到前进道路上还存在许多矛盾和困难,工作中也有缺点和不足。《决定》中所指出的带普遍性的问题,如卫生事业的改革与发展同经济建设和社会进步的要求不相适应,地区间卫生发展不平衡,医疗保障制度不健全,卫生资源配置不够合理,卫生服务质量和服务态度同人民群众的需求还有差距等等,都有待于继续解决。当前,深化卫生改革,发展卫生事业,防治疾病、保障健康的任务十分繁重。要全面推进卫生改革与发展,
In 1997, we took a solid step in the implementation of the spirit of the National Health Work Conference and implemented the “Decision” and achieved great results. However, we should also soberly see that there are still many contradictions and difficulties on the way forward, as well as shortcomings and deficiencies in our work. The universal issues pointed out in the “Decision”, such as the reform and development of the health industry, are incompatible with the requirements of economic construction and social progress, the unbalanced health development among regions, the imperfect health care system, and the unsound allocation of health resources.
