2004年1月1日,北京RILO正式运行,之前的筹备过程持续了将近一年的时间。作为中国海关第一次承办的国际组织机构,一切都没有先例可循,一切都要摸索着来。时任筹备小组办公室主任、北京RILO前任主任的陈小颖说起这段往事,称印象最深的就是“拎着行李满大街走”。在他看来,RILO交由中国海关承办,硬件方面没有问题,但软件方面却存在不足:中国海关人员情报分析能力较发达国家弱,同时RILO作为一个以英语为办公语言的国际组织机构,语言方面也存在一定的障碍。在中国没有先例可循
