森林对环境的保护作用是多方面的。过去,由于我们对水源涵养林的重要作用缺乏足够的认识和重视,在水土保持工作中偏重沿海水土流失的治理,忽视了山区的水土保持,特别是水资源的保持工作;注重工程措施,放松植物措施;加之林业生产上也偏重于发展用材林,没有注意根据森林的不同作用,进行科学的林种划分;所以,我省水源涵养林至今仍然是一个空白点。为了对水源涵养林这项重要林种予以重视和做好划分工作,针对我省的实际情况,试提出以下探讨意见。
