重慶市衛生局在解放前原爲醫政、材料兩种,隸屬於僞民政局,解放後在原有基礎上成立了衛生局;但是由於國民黨反動派根本忽視衛生工作所留下的遺産是如此的貧乏,因此我們所面對着的是一個殘破的基礎:在醫政工作方面連全市究竟样在多少醫事人員,多少藥廠,都不知道,沒有確實的調查統計,根本談不到管理,對於防疫保健工作,除了每年照例辦理幾次極不澈底的種痘和預防霍亂注射外,並沒有其他工作表现,環境衛生工作的基本業務(如街道清潔及糞溺管理)都歸僞警察局,其他所屬院所,如四個不同性質的醫院(市民醫院、中正醫院、江北醫院、結核病防治院)也都非常簡陋,因此總起來說,解放前的衛生工作。差不多陷於完全停頓的狀態;針對着這樣的现狀,在結束了接管工作以後,由今年二月起,本局的業務開始逐漸的展開。 Before the liberation, the Chongqing Municipal Bureau of Health was both medical administration and materials.
