常见一些公文缺乏依据,一是缺乏理论方面的依据,二是缺乏事实依据。 缺乏理论依据的公文是肤浅的,缺乏事实依据的公文是空洞的,二者都无法作为集体意志的载体造成公文缺乏依据的原因有如下几个方面: 一是办文人员对有关的政策、法规了解甚少,所起草的公文与政策相悖,甚至出现“违法”行文。 二是对办文主旨不明确,对领导意图不明确,在公文中无法体现领导的意图。 三是对公文所赖以产生的理论、事实依据掌握不充分,或者取舍不当。 四是不深入了解实际情况,不作调查研究,闭门造车,遇领导交拟公文,便摆出一副架式,洋洋洒洒写上一大堆,但具体应怎么办,落实到何部门去办,需要多长时限,效果如何均不得而知。
