2011年6月,国家能源局副局长钱智民表示,“十二五”期间,中国将进入城镇化和城市发展双重转型的新阶段。在城市规划和建设中,中国应贯彻低碳理念,着力推进交通、建筑和照明节能,推广太阳能光热一体化建设,鼓励使用新能源汽车,优先发展公共交通和轨道交通,加强城市智能电网和分布式能源建设,推动能源进步,提高城市能源利用率。
