为进一步做好《港口法》的起草工作,根据交通部的统一安排,全国人大法工委、国务院法制局有关人员及交通部《港口法》起草小组的同志组成两个考察团,分别赴美洲、澳洲和欧洲对有关国家港口立法、港口管理和港口经营的情况进行了考察。 赴欧洲考察团考察了英国、德国和法国三个国家。在考察期间,考察团分别走访了三个国家的交通主管部门,并实地考察了利物浦港、非利斯托港、杜易斯堡港、威廉港、不莱梅港、汉堡港、勒哈佛港和马赛港。与政府机关、商会、港口管理、港口经营等多方面人士进行了广泛的接触,收集了大量第一手材料,也得到了许多有益的启发。现将考察结果报告如下。
In order to further improve the drafting work of the “Port Law”, under the unified arrangement of the Ministry of Communications, two delegation members composed of NPC legal working committee, relevant personnel of the Legislative Affairs Bureau of the State Council and the Drafting Group of the “Port Law” of the Ministry of Communications went to the Americas Australia and Europe conducted inspections on the state port legislation, port management and port operations of the countries concerned. Visit to Europe visited the United Kingdom, Germany and France three countries. During the inspection, the delegation visited the traffic authorities of the three countries respectively and inspected the port areas of Liverpool Port, non-Listerow Port, Port Louisburg, Wilhelmshaven, Bremerhaven, Hamburg Port, Le Havre Port And Marseille. They have conducted extensive contacts with government agencies, chambers of commerce, port management and port operations, collected a large amount of first-hand materials and obtained many helpful enlightenments. The inspection results are reported below.
